These properties are one example of a problem I've highlighted elsewhere, such as the excellent "Behind The Mortgage" blog.

Note that, in each instance, the owners are listed as being at the address in question. And it's the same set of owners each time, Constance and Kurt Helgason.

This same thing comes up with Irene Thomas, the stripper who owned approximately ten Universal Mortgage properties. She was listed as being at the properties, not under her real home address of St. Cloud.

Now, I don't care how FLEXIBLE Irene Thomas the stripper might be--and I'm sure she's damn flexible--she can only live at one residence at a time.

The same individuals being at multiple addresses is, in effect, FALSE INFORMATION which is ignored and apparently tolerated within the Hennepin County property records system. That information should be purged and revised TODAY, with the true addresses of these individuals listed instead of letting matters slide.

And I've drawn the issue to their attention in an email but nothing has come of it.

This problem could be rectified (a little, anyway) if the county property database could be searched by NAME as well as things like PID and street address. Then somebody could say, "Whoah. WHOAH. There is no way Kurt and Constance Helgason could be using all these properties as their address. Something is amiss, here."

9. MCO 244.1925 states: condemned and boarded buildings. When a building is condemned as hazardous or unfit for human habitation due to defects in its structure or its electrical, plumbing, or mechanical systems, or boarded under Minnesota Statutes, Section 463.251, requiring a code compliance inspection prior to re-occupancy, the rental dwelling license shall be cancelled on the effective date of the condemnation or boarding. The dwelling shall be eligible to hold a rental dwelling license upon issuance of a code compliance certificate.

10. The rental licenses for the properties at 2693 Girard Avenue N; 3234 Humboldt Avenue N; 1207 Knox Avenue N.; 3229 Humboldt Avenue N.; 3306 James Avenue North and 3235 Vincent Avenue N. were canceled on the effective date of the condemnations pursuant to MCO 244.1925. MCO 244.1910 (13) states: Any person(s) who has an interest in two (2) or more licenses revoked pursuant to this article or canceled pursuant to section 244.1925 or a combination of revocations or cancellations shall be ineligible to hold or have an interest in a rental dwelling license or provisional license for a period of five (5) years.

12. On November 9, 2007 a Notice of Director's Determination of Non-Compliance was sent to Jon E. Helgason, Ronnie Franklin, T.J. Waconia and Kurt and Constance Helgason to notify the persons of interest that the 4 properties listed above were in violation of MCO 244.1910 (13) in that the owner, licensee or manager of the properties had 2 or more licenses revoked or cancelled. The persons of interest were given until November 19, 2007 to bring the building into compliance.

13. The properties listed above were not brought into compliance by November 19, 1007 as the owner, licensee and manager remained the same at the properties.

14.) On November 30, 2007 a Notice of Revocation, Denial, Non-Renewal, or Suspension of Rental License or Provisional License was sent to Kurt and Constance Helgason, Jon E. Helgason, Tom J. Balko and Ronnie Franklin regarding the 4 above listed properties based upon violation of MCO 244.1910(13).

15. The individuals with an interest in the property had fifteen days from the receipt of the Notice of Revocation, Denial, Non-Renewal or Suspension of Rental License or Provisional License to appeal.

16. None of the individuals with an interest in the property appealed the Notice of Revocation, Denial, Non-Renewal, of [sic] Suspension of Rental License or Provisional License.

johnny, you might be the biggest loser i've ever seen. You need a girlfriend to occupy your time. The fact that you spend time searching for what amounts to be nothing is more of a story than what you're looking for. You are truely a psychological case study.

To the person that doesn't think people can be at more than one address. That information is the same for every owner in the state, whoever owns the property is listed at the property whether they live there or not, unless they change it with the city which doesn't make it non-owner occupied, it just gives a different mailing address for the city and county, idiot.

3229 Humboldt Ave. N. is a blight on the neighborhood. Here is what the 4th Precinct Task Force website has to say:

I didn't dig into 1207 Knox Ave. N. because I already dug up info on that property and posted it on Behind The Mortgage Dot com. Covering the same ground twice would bore me.

It was getting my hands on a list of addresses and finding how easy it was to dig up information which set me on this whole path when, really, all I ever wanted was an affordable house on the North Side!

Amazing how many houses are involved. Here comes more info...

"Let's be honest for a moment. North is what it will always be. The city has dumped millions over the years trying to fix it and it hasn't worked, almost like raising taxes to make up for shortfalls, it's never worked. No one thinks what happened is a good thing. It's happened before and will, I repeat will happen again, people are already snapping those places up waiting for a turn in the market to do it again. Don't be fooled it WILL happen again. The "victims" that seem to like to point the finger must remember one thing, if you signed one document you are an accomplice, you participated in fraud whether you knew it or not. If you mailed anything at all that applies to your purchase you committed mail fraud, the very thing they are going after T&J for, for which every occurance is chargable. You are all adults, trusting someone that screwed you only makes you guilty of trying to make a quick buck without doing any homework as to what's right and what's wrong. If you received one dime for making the purchase, you committed mortgage fraud, if you didn't inform the bank ahead of time.

It's easy to blame these guys because they are the idea guys that put it together, but when the crime boss tells his guy to rob a bank and he does it, the driver is still a part of it for driving him away from the scene even if he didn't know it was going to happen. Be careful how much you blame others, if you participated at all, you are an accessory to fraud...whoops.

Now all things considered, you will probably be ok, the feds go after the big fish, but as they get time, or see a name more than once, they'll be building a case against the "victims" long before you answer the knock at the door.

I understand the venting and bitterness, but it really is time to let it go. You will never see a dime, they'll use it all on attorneys, and you'll never be satisfied with the outcome. So they do three years in a white collar prison. You are saying, "at least they were found guilty" so what? Assume they will be and go back to your lives and spend time with your kids and family, you'll be the better people for it. You want a perfect example? How much time has Johnny Northside spent "digging" and what else could he have done with all that time, or even you and your time?"

I also need to know what other states (if any) TJ Waconia was licensed in. Media in those various states might be convinced to do stories, even if it is a brief blurb, "Mortgage fraud investigation touches State X," something like that.

Is the list complete or partial? Explain.

The remark above is just stupid. Individuals are perfectly free to have an opinion without any need to sell their possessions to show how deeply and sincerely they feel about a particular issue.

I'm one of the individuals who is "venting my ire" at the idiots who stand on the corners selling drugs on the North Side, where I am planning to buy a house in the next month.

I'm moving to the North Side to help the North Side, but that's not everybody's choice.

Allow me to "vent" a little more "ire," here, at the idiots who stand on the corners and sell drugs on the North Side.

Despite the harm TJ Waconia did to North Minneapolis, empty properties would be selling rather quickly if it wasn't for the open air drug markets. I've talked to some closing companies, and despite talk of a flat market, I'm told investors are snapping up properties when the properties hit rock bottom.

Just not so much on the North Side. They'll buy almost everywhere else, first, but not the North Side.

The folks who want to clean up the North Side should follow the "Lake Street Model," and crack down hard on crime, in particular the open air drug markets that are associated with the North Side the way Mount Rushmore is associated with South Dakota.

Yeah, it's great to point fingers at TJ Waconia. Lord knows I do it plenty myself. But allow me to offer the following metaphor, which may disgust you, but if you think about it you might see the truth in it:

TJ Waconia is like a bandit that robbed from the North Side, and left the North Side bleeding and cut. But the guys who sell drugs on the corners are like a pus-filled, festering infection in that painful wound.

You can't do much about the wound until you clean out the wound. The (alleged) robber has been identified, and everybody is confident indictment (or one heck of a plea bargain) will be forthcoming. So quite going on about the robber and CLEAN OUT YOUR INFECTED WOUND.

The North Side needs to crack down hard on the open air drug markets, instead of saying, "Oh, point your fingers at the TJ Waconia people, not the drug dealers."

Believe me...plenty of fingers are already being pointed at TJ Waconia, even if some of their defenders get on these blogs and say stupid stuff about the North Side always being "that way."

But a few idiot defenders of TJ Waconia shouldn't give the North Side a "free pass." Clearly, there is a serious lack of political will in the city and on the North Side, since the open air drug markets continue to exist and thrive.

TJ Waconia will get theirs. But the open air drug markets are a huge problem on the North Side, and instead of calling for less "ire" to be vented at the dealers, there needs to be a lot more ire.

In fact, I think the Minneapolis Police Department should start posting the names, pictures, and addresses of every person arrested for dealing on the North Side for the past several months, and keep on doing it.

I would also like to see pictures of Balko, Helgason, etc. I can't picture these characters. Inquiring minds want to know.

Both the drug dealers and the (alleged) mortgage fraudsters are bad, and they are both doing great harm to the North Side.

Ironically, when this is all done and the (alleged) fraudsters do their time in a white collar prison, when they get out a house in the worst part of the North Side may be all they'll be able to afford.

I go back and forth on whether there will ever be true justice, but some days I feel like it might be possible.

I've talked to folks who have had that experience.

Not that it is any of your business but since this mess has all started, we have donated money to help the home owners of North Minneapolis through an organization called The Housing Preservation Project. The only reason I bring up this excellent non-profit organization is in hopes anyone else is interesting in helping.

Not that I can imagine someone as self absorbed as yourself would ever consider assisting others.

BTW I grew up in Minneapolis and my father was a teacher and a coach at North High School for 30 years. I am extremely proud of what a great influence he had on so many students. So please, do not deminish the value of their community ever again.

First of all, if you just look at deals on houses, North Minneapolis is the place with all the incredible deals.

I sincerely believe North Minneapolis is going to turn around and become a much better neighborhood, maybe even a trendy sort of place, and that I can help bring about that transformation.

Part of that transformation needs to be getting rid of the crack dealers. That's why I keep calling for a "crack down." (Ha ha)

I think once there is the perception of safety and security, a new wave of residents will snap up the good deals on houses and help turn that place around.

And maybe I just have a sense of adventure.

Any defender of TJ Waconia is hardly fit to criticize me or what I've got. I won't be millions of dollars in debt on judgments and doing time in prison. Compared to where the TJ Waconia people are going, I'm well-to-do. Heck, I'm millions of dollars ahead!

You're right, it needs to WANT to clean itself up. But I think it is possible to spur that kind of will (wanting to clean itself up) by holding up a mirror to North Minneapolis and telling the stories that need to be told.

And some of those stories might involve the GOOD things happening on the North Side. And, yes, there is some of that. I've seen it.

In the meantime, the sorry state of North Minneapolis doesn't give TJ Waconia a free pass. It shows how low they were willing to go. What connection did Balko or Helgason have to North Minneapolis? Did they grow up there? No. They just found an area ripe to pull off this kind of fraud, and structured their business accordingly.

You can explain a lot of behavior by how people grew up...if they grew up amid crime and deprivation, in a state of chaos, need, and violence.

Well, so what explains Tom and Jon? How was their life? How did they grow up? What made them this way? Did they grow up amid deprivation, violence and despair?

Some people willingly make a choice to turn toward evil, toward criminal behavior. At some level, that's a lot more contemptible than falling into the criminal behavior one sees in one's everyday environment.

No, the North Side doesn't get a free pass. But Tom and Jon were presented with choices and opportunities many on the North Side could only hope and dream of being presented with. And given such choices, such opportunities, they did white collar crime.

Yes, the North Side was bad, before. Now with the empty houses and squatters breaking inside, it's turning into another Detroit. It's like the difference between "really bad" versus "truly apocalyptic."

So enough with this "North Side was bad before." That's like finding a man with a broken leg, and breaking the arm holding his crutch. Shame, shame, shame.

I wish the indictment would hurry up and come. I wish justice would rain down from heaven. Rain, justice, rain.

You need to start being honest with yourself, you are just justifing your hobby. Hold up that mirror so you can give them another chance to say, " you don't know me and you don't know where I come from." Of course there are some good things, but a vast majority are bad. You think things like that can change, how's that middle east battle going, it's only been about 5000 years. Who has EVER, said T & J get a free pass or are not at fault? I think everyone on here agrees on what has happened but someone needs to explain how they held those properties for so many years when the other 1000+ properties gone bad across the cities lasts about 1 yr. It's time to tell yourself the truth, many, many have tried to invest and fix that area and so far batting .000. Society is a bell curve and somethings you just have to except for what they are. It's fine to let people live how they want to live, let's stop trying to fix what doesn't want to be fixed until it asks to be fixed, and one out of a hundred doesn't count. The broken leg-that's a week arguement, the comparison would be he broke his own leg and told you to leave it alone he wants it that way.

So with what was indicated and not wanting to discredit the statement entirely by this “Victim”, researched the SBA and their 504 Loan, maybe there was an error of sort. Don’t take my word for this – read the information on the link provided. It clearly states under Eligible Business,“loans cannot be made to businesses engaged in speculation or investment in rental real estate”. Not to mention that their Business Plans must be reviewed and approved, as well as what they are borrowing against becomes “collateral, and personal guarantees are required”. I understand that this can be quite a rigorous process, as this is a LOAN given by the Government.“Berettahunter” in this same blog “stated that this was a loan for Dancer’s Edge”, one of their previous companies. Last time I checked, Maple Grove was not a part of North Minneapolis. And I think I may say with certainty that the “collateral” had a lien placed on it by the SBA. I at this point have been left with no question in my mind that this was NOT used to “fix up the North Side” of Minneapolis.

Please forgive me, but I must also question all on this blog. One “Victim” indicated that they had been in court and received a judgement for money that was owed them. So once again I need to question the facts. Did they show up in court? Did they contest to the fact that they owed you money? If they did NOT appear a judgement in your favor would be entered. Inquiring minds. I apologize, I am be able to find the information on these blogs, but am not willing to waste any more time in reading these blogs to answer this question.
Interesting information - this appears to put a different slant on these allegations. Previously someone pointed out that some information has been deleted, and asked why - some victim claimed that it was because of "infidelity" reasons, which may or not be appropriate. They also alleged that there was a discrimination on the part of the so called victims and their agenda. More interesting is that this information regarding a "so called Grant" has been deleted. Can someone explain this??? Inquiring minds!

As I've made clear on the "TJ Waconia victims blog" and the "Minnesota Topix" forum AS WELL AS the "TJ Waconia thread" at Behind The Mortgage Dot com, my sympathies in this case are with the victims.

Is it possible there is something complicated going on? That the victims may have flaws? I'm sure any story like this is complicated. But no matter how hard anybody digs into those facts, will it lead to JUSTIFICATION for the things done by Jon Helgason and Tom Balko?

I seriously doubt it.

However, I believe in a substantive conversation, and this comment is, beyond a doubt, substantive. So I'm leaving it up for now, in the spirit of Voltaire. I'm sure well-read people know what I mean about Voltaire.

Just to clarify some information on the "North Side" that many of these victims do not take under consideration. The entire Northside is not an open air drug market. There are many lovely neighborhoods of classic homes (colonials, bungalows, tudors) with working people living in them. The northside does have it's more troubled areas, but then so does the south side.

I can tell you that the majority of the properties TJ Waconia originally purchased north of Lowry Avenue were purchased from owner occupants for the market rate at the time (i.e. $145-160K). They bought them up fast, refinanced with strawman investors, pulled section 8 rentals into them, kept the refinance money, kept the section 8 rental money and drove these properties into the ground. The real victims are the lovely people that now have one of these homes on their block and could not sell no matter how nice their house is. We have many wonderful people here of all ages and backgrounds. We have restaurants, theatre, and community pride that is constantly belittled by people (as evidenced on these sites) that there is nothing good in North Minneapolis. This is pathetically wrong and is only done so people can ease their guilty conscience and classic prejudices that we, the citizens of North Minneapolis, somehow deserve this.

TJ Waconia seriously has caused more damage than any crime group we've ever had on the north side. They deserve to go to jail and lose as many of their ill-gotten possessions as possible. It's coming...
